Apples and oranges. The SM in TSO/E manages I/O for a single session.
It does not multiplex a terminal for multiple sessions.

There are programs that allow that, but TSO Session Manager isn't one
of them. It manages a single session; more specifically, it manages
the screen for the line mode I/O in a single session.
