Since I see all the EST values at 0, I would say to first make sure
someone didn't change them via operator command.   They are 
only set to what the parms say at cold start. 

If that isn't the answer then I'd look to see if you have a real
IEFUSO in place or perhaps some other software like ThruPut 
Manager that could be taking action.
