This 'drawback' would seem to be definitional.  I am unfamiliar with
migration schemes that do not require and employ recall actions.

Data sets that are accessed frequently in unscheduled ways should not
of course be migrated.  Data sets that are accessed cyclically at long
intervals are good candidates for migration, and if their use is
scheduled their prior recall should and can be too.
