Is this question (as it relates to the HC message table) really different 
than how do you maintain any load module (or any load module that must be 
in the LNKLST)?
I don't pretend to know how that is typically done, but I suspect that in 
general it is not considered overly messy.

As was pointed out, with the "direct message" support (z/OS 1.12), you can 
avoid having a message table entirely if you so choose. This support was 
added because in REXX it's often easy to create (and format) your own 
messages completely, but it is supported for assembler and metal C too.

FWIW, hzsproc could be tailored to have a steplib (it must be 
APF-authorized).
