Are you referring to the TEPS, which runs from a browser, or the Rocket
Interface they have created? From what I got from Rocket their interface
does not require Red Hat under Z, nor does the TEPS.

S390 is the ESA 31 bit version.
S390x is 64 bit, newer releases require higher processors. See
