He is correct, this is typically a problem with the TCDB and the Library 
Manager being out of sync.  With CA-1 you can run the CTSSYNC and RMM is 
EDGUTIL VERIFY(SMSTAPE)  and EDGUTIL MEND(SMSTAPE).
