Compare the status of T12789 in the DLM and in the tape management system 
(RMM?). Most likely they are out of sync for T12789. A tape mount for PRIVAT or 
SCRTCH occurred. T12789 was in the scratch tape list which is most likely 
handled by RMM and which requested T12789 for write. IEC509A was caused by DLM 
because it believes T12789 is not a scratch tape and contains data.

Another tape was most likely used from the scratch tape list that DLM agreed 
was scratch. Instead of cancelling the job, I believe MVS commands U 1205 
followed by S X will unmount the T12789 causing another scratch tape to be used.
