After internal discussions and working with IBM SMS support, we've chosen to rebuild ACDS, SCDS, COMMDS into user catalog - defined a new HLQ called DFSMS. As long as you are not doing any catalog RLS support says that is fine (we are not). We then are seeding the new DFSMS SCDS using ISMF panels and then we'll come up with null config and once up on ZOS 2.5 will activate the new SCDS into the ACDS.
