WTO generates a DC C'aaa' which is exactly what is described. Can't get much 
clearer on this.

If you use WTO TEXT=, then x'00' to x'ff' is valid and if you HEX ON in SDSF 
SYSLOG, you will see each of the hex values used.

WTO only supports EBCDIC.

Consoles use 3270 datastreams. I'm guessing that console address space removes 
non-display characters before presenting to the 3270 so that it doesn't 
encounter SBA or other problematic 3270 datastream commands.
