That's the way I've always done it. SMP/E datasets were always cataloged, with a different HLQ to the live datasets. In between maintenance activities they were often migrated. Using the same name as the live datasets always seemed dangerous if e.g. a volser was missing from a DDDEF.
Then the live datasets were built with copy/renames, optionally with a corresponding SMP/E zone for documentation purposes.
