Try a different Java if you have one. If that doesn't work, you can order PTFs on Shopz and instead of using RECEIVE FROMNETWORK, you can download the order files to your workstation and then manually upload them (in binary!) to z/OS. From there you can try RECEIVE FROMNTS, or use GIMUNZIP to create a data set containing the PTFs and then use RECEIVE with the SMPPTFIN DD statement pointing to that data set.
