There are pax archives of the current and prior certified versions of Semeru/Java for z/OS. Download a LTS version, extract it to a zFS and it should then run.
On this page, select certified semeru, z/os and a java version from the drop down https://developer.ibm.com/languages/java/semeru-runtimes/downloads/ Or go here and select the java version using the tab https://early-access.ibm.com/software/support/trial/cst/programwebsite.wss?siteId=1579 Then point the SMP/E job at the extracted version of java.
