2 sysprogs for everything sounds like more of a sweatshop than a chuckle. There are shops that have a full team just for CICS.
I believe that it's fine to draft a sysprog for tasks beyond his official role, but it's not fine for OT to be routine instead of an occasional necessity. -- Shmuel (Seymour J.)
