What's the best way to convey the importance of Metal/C to IBM?

All I know is that DVM couldn’t be optimized for z16, and there wasn’t much 
optimism that this would change. 

My teammate supports the Zowe cross-memory server which is written in Metal/C. 
They always compile to the lowest supported level for obvious reasons. It’s far 
too soon to suggest that Metal/C is being abandoned.
