The problem has mysteriously cleared itself. Yes, both UNIX files and legacy data sets work. I changed nothing. I am happy of course but even more mystified. My *guess* is that something (TCPIP? PAGENT???) was caching the lack of permission to EZB.INITSTACK.*.TCPIP, and the cache entry expired. While trying to shoot the problem earlier I had bounced FTP but not TCPIP (a little tricky to do from a TN3270 terminal!) and not PAGENT (no TLS in the picture). Thanks all.
