Yes - I used to keep a CD/DVD of the ZZSA standalone system on the top of all 
my HMC's. Last ditch repair of something if needed when an IPL failed.

It was never true.
You could IPL from a DVD inside HMC. HMC is not mainframe.
And you could IPL, but NOT z/OS. It could be standalone program like
ADRDSSU or ICKDSF.
Indeed, you could IPL from DVD which was a part of COD (Customized
Offering Driver) - but see above.
Contrary to z/VM the COD had (has?) to be inserted to HMC optical drive.
Although you could IPL from ftp, further steps required media in HMC.
