Linux, and I believe nowadays Windows can grok ISO.  But if it
contains a complex hierarchy of directories the chore may be
tedious.  (does MPUT do multiple levels?)  So:

On Windows: create a zip archive.  On z/OS, extract with "jar".

On Linux, create a pax archive.  Z/OS has pax.

Is EBCDIC a problem?
