As far as I know, JES2 SYSOUT is treated just as "bytes". There is no awareness of CCSID and SYSOUT does not even have to be printable characters.
How you "see" the data depends on the application you use to view it. In this specific example, the user has most likely told his emulator and ISPF which codepages to use which explains why "SE" action works.
