I can think of no circumstance under which ATTACH with RSAPF=YES is proper for anything other TSO/E to use. It's not even used within z/OS MVS (the Base Control Program).
Creating an "authorized side" of a z/OS address space requires an enormous amount of care, and the system integrity experts have never seen anything properly do so other than TSO/E.
