I'll have to try and find it, but I believe that z/OS 2.4 was the last release that the Network Configuration Assistant plug-in for z/OSMF supported importing Policy Agent files. So starting with 2.5 you can't import.
You should be able to use your existing Policy Agent configuration from 2.4/2.5 in 3.1, but you will want to read the migration guide just in case there are some changes that may need to be made. We are still at 2.5 and have not yet got z/OSMF up and running.
