You can maintain the pagent policy files in z/OSMF and at one time IBM 
recommend you do this because its supposed to be easier.  I've never used it.  
I think what he is referring to is that with z/OSMF that comes with z/OS 3.1 
you can no longer import the policy files.  I think importing policy files was 
dropped with z/OS 2.5.
