I don't know if there is a way to work around it, but I changed my directions to pre-allocate the empty volumes before I start the install process after my first test installation back when z/OS 3.1 came out. From then one I just automatically pre-allocate them. I remember thinking how silly that was, but I didn't open a problem on it or anything.
