I assume you meant ?for the uses Jason Cai described,? and (if so) I agree. To be clear, IBM licenses z/OS (and IBM software products for z/OS) to run on IBM LinuxONE servers, and on IFLs on IBM Z machines, for certain limited purposes. The product that facilities these specific, limited, licensed purposes is called IBM Virtual Dev and Test for z/OS. I suggest that Jason contact IBM to obtain a suitable z/OS license for his needs.
