IBM released the current (as I write this) latest release of z/OS (z/OS 2.5) in September, 2021, with the older ISPF CustomPac Dialog format as one of the installation options. IBM announced that this older installation option would no longer be available after January, 2022. IBM urged all customers who'd like this older installation option to place an order no later than January, 2022. That announcement was shared in this forum among many other places. To my knowledge IBM does not charge anything additional for electronic z/OS orders.
