No, it does not mean.
The superseding PTF is to fix the problem, but it may or may not contain the code of superseded PTF. In first case the superseding PTF should have similar ACTION. ...or not. Depending on other circumstances.

And superseded PTF should not be prereq, as someone mentioned.


Again: One may receive a bunch of PTF *excluding* superseded ones. In that case there is no superseded PTF "body" and "metadata", which means (includes) actions.

Obviously, when applying PTF some prereqs are also applied and their ACTIONS should be performed as well, and it is clearly described in the APPLY CHECK output.

If the PTF has been superseded, that means all of the code in the prior PTF has 
been included. In the superseding. Therefore, the action is still applicable.
IBM has been incredibly consistent in maintain this relationship.

As far as I understand the question is:
some PTF has ACTION, but it was superseded by newer PTF which does NOT have the 
ACTION.
Is it possible? IMHO yes.
Should you perform the ACTION? IMHO no. No, because it is possible someone 
received newer PTF, but not superseded one. In that case he would see only 
HOLDSYS assigned to the newer PTF. Which means the ACTION is not needed, 
otherwise it would be also assigned to the newer PTF as well.

My SMP APPLY CHECK has multi pages of ++ HOLDSYS ACTION items but APPLY only a 
couple.

   Do I have to take HOLDSYS Action of the Superseded PTFs as reported in the 
APPLY CHECK SMP Report but not listed in the APPLY JOB SMP report?
