While it is probable that the hold should be present on the superseding PTF, it has happened that new code makes the hold unnecessary. If it is still necessary and IBM did not propagate it, things will break.

Is it possible? IMHO yes. Should you perform the ACTION? IMHO no. No, because it is possible someone received newer PTF, but not superseded one. In that case he would see only HOLDSYS assigned to the newer PTF. Which means the ACTION is not needed, otherwise it would be also assigned to the newer PTF as well.
