I know there are lots of critical errors that can happen during NIP so I don't know exactly where to draw the line, but it would be great if the OS could flag things like this (missing LNKLST library, missing LPA library or MLPA, missing SVCs) and then reflect the error in a health check post IPL. Normal console automation could catch that easily and warn someone and it could be fixed and the system re-IPLed at the time.
Personally, for planned IPLs I always check NIP on at least on one system in a sysplex if multiple systems are being IPLed (parms / sysres are shared anyway).
