To do LU6.2 outside the machine don't you need an OSA card setup as OSA-E for SNA? Unless I read it wrong, IBM has a statement of direction that z16 will be the last to support OSA-E.

For IND$FILE, check the terminal emulator and see if there's an option to increase the I/O block size used for that processing. I've found increasing it can make a big difference.
