Ability in SMP to RESTORE a PTF with an update without having to
restore a prerequisite that updated the same element; that is, I'd

The lack of support for this capability is IMO a MAJOR design flaw.
If I want to back off a PTF, it should IMO just grab the prior
versions of the elements that are contained in the PTF from the
copies in the DLIB or the PTFs still in APPLY status which were
SUP'ed/PRE'ed by the PTF.
IOW: If PTF2 contains Element A and PREs PTF1 (which contains
Elements A and B) a RESTORE of PTF2 should just grab the Element A
from PTF1 and use it WITHOUT affecting Element B or running the
PRE/SUP chain backwards until every element in the chain has been
backed out (followed by the need to APPLY all the backed out PTFs
aside from PTF2).
If PTF2 was APPLY'ed alone, SMP/E should be able to back it out and
restore the system to the PRE-PTF2 state by just replacing the
elements that came from PTF2 with the versions that were there before
PTF2 was APPLY'ed.
