Hurrah!  I enthusiastically agree.  If that ability existed, there'd be
no need for ACCEPT.  I'll go further, though.  Rebuild not only
from DLIB zone, but from GLOBAL zone if the correct version has
not been ACCEPTed.

"Improved Load Module Build Facility" (what release?)  Was a step
in the right direction.  But it supports only building load modules
from MOD elements during APPLY.  It doesn't support RESTORE in
any way.

I'll add, ability to add an existing MOD element to an existing
load module without redelivering that MOD element which may
cause enormous binder thrashing if that MOD element is a
widely used library subroutine, and may have undesirable FMID
ownership conflicts.
