There's a lot more than just zone and DST. See CLOCKxx in the initialization & tuna reference (it might also be in the guide but I haven't checked.)

What's in CLOCKxx that's absent from TZ, which already contains the rules for DST? But the issue that spun this thread is inconsistency.
