It's true the TX facility appeared in the hardware years ago, but few developers will adopt a technology that requires code bifurcation. TX was not available without bifurcation until 2 1/2 years ago with z/OS 2.4.
Furthermore, z/OS 2.3 has not yet reached EOS. This means software vendors, whose software support strategy matches IBM's, can't use TX without code bifurcation until September 2022 -- five months from now!
Some vendors support releases older than IBM's oldest-supported release. So, they must wait until 2024 or later...
