Possible explanation:
MVS System Commands from 1978 says:
ASSIGN,PURGE, and DISPLAY3850are explained inOperator's
Library:IBM3850MassStorage
System(MSS)UnderOS/VS.
So it seems the command was related to MSS.
Maybe it's not worth to mention, MSS was available few years before
RACF, but it was withdrawn in 1986, several years after RACF was
available. I can't remember when OPERCMDS was introduced, but it could
be reasonable to support older commands for obsolete, but maybe still in
use, devices.
I deleted the profile, despite the law protecting antiques.
