The issue must be 64-bit vs 32-bit.  I think John's suggestion of downloading 
XP Mode from MS might be the best...or if you already have VMware that might be 
an option as well.

Just downloaded and tried on Windows 7-64 bit.  I get the same capability error.
I tried changing the Properties to Run the program in compatibility mode 
Windows XP service pack 3.  No change to the error.
