I don't have a specific recommendation. I would look for a '$' (USD) sign in 
the IBM-200 codepage .

ISTR that the x'5B' is a "currency symbol" and is used in multiple code pages 
as "dollar"  "pound" "euro"..... for display purposes.

The only thing I can say is that the ultimate value of the byte under 
discussion must be x'5B' to satisfy the internal needs of z/OS.
It is possible that there is a bug in the translation tables used. If all else 
has been eliminated, I would open a PMR with the COMM SERVER folks.

Sorry about the ambiguity, I meant the English pound sign for the English 
currency (£). That's x'5B' in the UK codepage IBM-285.

At the risk of not understanding the documentation, I've already tried out 
every possible combination of codepages in the SBDataconn command that I could 
think of, without any success. What's your suggestion for SBDataconn?
