RC = X'0D' means that the load module is not valid. It is corrupted in some way. Load modules consist of "records". At least one of the records is "bad".
If this module loads successfully on other LPARs, is it truly the same load module (i.e., fetched from the same data set) or is that a copy? I suggest that you explore re-creating this load module.
