I understand your frustration, and I can only suggest that you do what is 
appropriate for your customer. If you wish to open a formal complaint about 
what you view as a loss of function, that is of course your decision.

The manner of delivery and the timeliness with which the support was delivered 
are result of a commitment that we made to the ESP customers.

Please note that there was no z/OS Console Support involvement in the original 
DFSMS R13 support: it was unique to DFSMS; the current support is not.
