Reminds me of how a printer vendor-who-will-not-be-named (but not IBM), did "up time". Basically the printer was considered "up" when it was not in use, even it if was broken. I.e. If it is non-functional over a weekend, it was counted as be "up" because we didn't try to print anything over the weekend.
