Well, I've gotten action by creating an ETR; I've even gotten fixes
for things I created as severity 4. If IBM is never changing the code
you want changed, I'd guess that the problem isn't at their end.

Note; I'm not claiming that I always got what I wanted, just that I
did often enough to not believe that the bureaucracy is anywhere near
as bad as you claim.
