Looks like your ISPF environment is not set up properly, can't find that REXX. Missing a SYSPROC/SYSEXEC/application-level library.
Online PL/I doco can be found from here: http://www-01.ibm.com/software/awdtools/pli/ Click on the link for the compiler you have, there are links to doco and a PL/I forum I don't see that manual listed for a download, nor can I see any reference to ISPF customization in program directories or other listed manuals. Might need to talk to your local IBM rep.
