I am trying to transfer a file (PDS member) from z/OS to windows, so this shouldn't be an issue.

Well, UTF-8 is a variable byte system: some characters take one byte, some two, some three, and some four. For RECFM=FB it might be hard to settle on a record size (although I would just go with 4 * max number of characters and pad with UTF-8 spaces (x'20') ). But it looks like the ftp is not set up that way.
