Have you looked at the REDBOOK DFSMShsm Fast Replication Technical Guide SG24-7069-01 It has a section with the following information Source to target volume pairing Initial setup of the environment for DFSMShsm Fast Replication may not be trivial depending on your configuration. One example would be completing the Source to Target volume pairing for hundreds or thousands of volumes. Message ARC1806E points to message ARC1807I, which gives useful information when pairing fails.
