Not it isn't, if by "backwards compatible" in this case one means that 
"z/OS 1.13 IPCS can be relied upon to process successfully dumps from 
other releases". That cannot be relied upon. Of course on z/OS 1.13, via 
the MIGLIB approach, you can run a different release's IPCS in order to 
process that other release's dump.

AFAIK, the proper technique remains unchanged. If used on 1.11, it would 
work on 1.13.
