  That is of course not correct.  IPCS (the dump viewing 
program for z/OS) is distributed in a special library 
(SYS1.MIGLIB) because it is intended that it can be run 
on various releases via a STEPLIB,TSOLIB/Tasklib.  Running
IPCS for OS/390 2.10 in this fashion on a supported release
of z/OS does not constitute "running OS/390 on your machine".
