Seeing this is still hanging from last month, I'll jump in...

1. Try AMS DIAGNOSE your VVDS for errors.

2. Simply increase your job's REGION. Really, just try this. [1]

3. Did you see any other message(s) on SYSLOG? IDC3009I for example?

4. Being a RACF guy myself and based on 05 in ADR417W, verify you have accesses 
to all things involved: datasets profiles for new and old datasets, catalogs, 
vvds, volsers, ADRSSU functions, etc.

5. Based on 05 in ADR417W, try using AMASPZAP to reset the RACF indicator, and 
rerun the job.

[1] - Often, failed processes are the result of insufficient REGION size, 
resulting in weird results... I wonder if extra storage was needed to finalize 
that restore work and some (background) service could not complete its action?
