I think so.  But I don't let it bother me.  I use "comments in line"
style.  Top, bottom, who cares?  If the quoted material is minimal,
it's effectively bottom; in no case top.

And I redact whatever I'm not commenting on.  Ideally, the result fits
in a single screen.

It doesn't change times, but it certainly steers the (E)TOD to sync it with
whatever reference you're using.
