I downloaded and read the release notes for MSM .1 and 4.0 (in addition to 4.1) 
and the support for what I am looking for was added in MSM 4.0.   I assume in
combination with the CETN400 FMID for CA Common Services which is needed 
for the SDS (Software Deployment Service) and is a requirement for
MSM 4.0 / 4.1 installation.
