IMO (and it is only my *opinion*) that is even worse. If, for example, Indiana didn't want to change their clocks twice a year, you propose that they set their clocks ahead by half an hour all year. In the summer they would be half an hour ahead of Chicago and half an hour behind Detroit and New York.
