I beg your pardon.  I seem to have mixed SETCOND and SSCOND instead of using 
SETCOND throughout.  Either way, this is a trivial program for setting a 
desired return code or abend code.  It's an internal program and I don't have 
permission to share code, but it should be trivially easy to duplicate. :)
