The original poster had it correct with respect to aliases, and several 
subsequent posts incorrect:

The APF check is done using the real data set name, not the alias name. 
Thus what you must have in the APF list is the real name.

As stated in the authorized assembler services guide:

Defining Aliases in the APF List: Do not define aliases in the APF list 
because data management services of IBM (for example, OPEN processing) map 
an alias to its actual library name and query the APF list by the actual 
library name. An alias in the APF list thus does not actually authorize 
anything.
